Tcpcrypt API - get/setsockopt

TCPCRYPT_SESSIONID - retrieves session ID, or returns -1 if tcpcrypt has not been negotiated.
TCPCRYPT_APPSUPPORT - sets the application supported bits. Returns whether the other side has the app support bit set.
